Bug: Column sorting on "Outdated" views should be disabled

The "Outdated" views for both Shelters and Distribution Points are pre-sorted views, showing least-recently-updated first. Column sorting on these views should be disabled.

Currently, column sorting is enabled, but can't be deselected once set (which is worse, since it's sticky and doesn't reset on page reload).
