Scope triggers by accounts

it's a bit annoying that we don't have any mechanism for scoping triggers to domains or accounts. I think we should be able to register triggers under accounts

If we apply #5185 suggestion 1. and the trigger authority become flexible, the problem of the trigger name space might be mitigated by sharing the executable
