OOB goal codes do not adhere to well known goal codes in goal codes RFC #701

Although not strictly required it would make sense to follow the well known goal codes as defined by the goal codes RFC

Currently the OOB protocol has defined it's own goal codes. Maybe something to take into account for future versions

Discussed WG 20220119. No immediate action was decided upon, but agreement on future work to prevent or address such conflicts.
