Document how to deploy a plugin in a production environment.
This page might take this example deployment demo as a starting point, adding further considerations for a production environment.

This topic should go under Plugins > How to (see #1560).

@m4sterbunny any issue in this repo with the plugins label is waiting on more input from the Besu team atm, so don't worry about this one yet. This will be part of a new documentation section for Besu Plugin API.
