What are the best approaches for uploading a file, and tagging it with a file name [optional], independent of URL?
In addition to having a filename as part of the blob-descriptor, it would be nice to allow:

symlinks (“petnames” for files)
chains of symlinks (subject to security, performance considerations)

Thanks for any thoughts on this.

I would use NIP-94.
Adding a name to a blob is ultimately metadata and nostr is by far the best solution to store metadata
