No Ringbacks on outbound calls

I am using this software as a test device to be able to make calls back and forth between VoIP telephony server applications we develop. We use TAPI and SIP. I have no indication I am making an outbound call. I see old issues where there was a setting to turn ringback on, but it looks like there is no more option (as there shouldn't be. This should be a default setting to always provide ringback). So ringback is not working.
