Code Linting automated.

There is constant shift in formatting of the codebase from various contributors. I believe we should enforce during build time some linter.

https://github.com/diffplug/spotless looks cool, but requires JDK 11 and I don't want to increase our minimum value for a linter. So we could grab a lower version and that might suffice, but still investigating.
