Async calls to sdbus plus error log is not creating PELs

During testing it has been found that calling sdbus API to create Async PELs is not creating all the required PELs in the system.
Root cause remains unknown.

Where as creation of PEL via log mananger is able to create all the PELs.

As there is no explicit requirement of creating async PELs as of now. We can change the logic to create PEL via call to log manager.
