Motivation

Marching forwards.

Linking with closed issue #28847, as the attempt has been made before to make Python 3.12 available.

Design

Pin Conda packages to Python<3.13.
Work magic on the TestHarness. The last attempt at making Python 3.12 available produce many issues surrounding the TestHarness.

Impact

Python 3.12 will become available (and most likely the new default, as such is the case with Conda defaulting to highest version.
