• Tests pass locally, that dependency is installed
• I saw that it wasn't able to add a plugin, I allowed it in config e940def https://getcomposer.org/doc/06-config.md#allow-plugins
• Running docker-compose run --rm phpunit composer install imaginary-webhooks after adding that did not prevent prompt. that makes no sense!

This issue should be in https://github.com/imaginarymachines/pm-server

• Should do things the way a core plugin does: https://github.com/WordPress/wordpress-importer/tree/master/.github/workflows

Also https://github.com/imaginarymachines/wp-phpunit is missing support for new wp versions, I don't have time for this right now.
