Possible options include:

Whether to close the PR or just set a failed commit status to the PR (and remove the status when PRs are re-enabled...)
Whether to add a comment before closing, what the comment should say, incl. link to contribution policy
Whether to close the PR if it's reopened
PRs that should be whitelisted to be allowed to stay open
Only allow PRs from repo collaborators only, just not all randos from the internet

👍 for "Only allow PRs from repo collaborators only, just not all randos from the internet"

With branch protection, PRs from repo collaborators is mandatory, but I want to eliminate PRs from non-collaborators.
