feature_request(message): custom closing message

1. Summary

It would be nice, if would be possible use custom closing message.

2. Argumentation

Example, I have:

• Source repository,
• Build repository, that automatically generated from source repository.

I don't want, that users make pull requests to build repository, because changes must be made to source repository → I want to disable pull requests for build repository.

At the time supported only default message:

This repository has chosen to disable pull requests.

But pull request authors may not understand:

• Why pull requests automatically closed,
• Which repository they need to make changes to.

I want message:

This repository automatically generated. Please, make your changes to sources of this repository. Sources URL — https://github.com/Kristinita/KristinitaPelican. I apologize for the inconvenience.

3. Examples in other apps

Some Probot apps support configurations .yml files, where users can add own custom messages.
