Full implementation of Comet light client as Cairo contract

Overview

This epic serves as a tracker for all efforts related to implementing the Comet light client as a Cairo contract.
Right now, the existing Comet light client performs only a basic verification on client updates, allowing authorized relayers. The goal is to fully implement the ICS-07 so that it is capable of both performing header and commitment proof verifications with all the necessary stateful and stateless checks in place.
