There is a conflict between the ATS description in annex A and the IR requirement as stated in the document. The ETS can not be implemented until this is resolved.

A.1.7
a) Purpose:
Verification whether the value domain of spatial properties is not restricted to the Simple Feature spatial schema as defined by EN ISO 19125-1.
b) Reference:
Art.12(1), Annex II Section 6.3.1, Point (1) of Commission Regulation No 1089/2010
c) Test Method:
Check whether all spatial properties only use 0, 1 and 2-dimensional geometric objects that exist in the right 2-, 3- or 4-dimensional coordinate space, and where all curve interpolations respect the rules specified in the reference documents.
NOTE Further technical information is in ISO 19125-1:2004.

IR Requirement
Annex II/III/IV, Section x
Theme-specific Requirements
(1) By way of derogation from article 12(1), the value domain of spatial properties used in the xxx package shall not be restricted.

IR Requirement
Annex II, Section 6.3.1
Theme-specific Requirements - Geometry Representation
(1) By way of derogation from article 12(1), the value domain of spatial properties used in the Cadastral Parcels package shall be restricted to the Simple Feature spatial schema as defined by EN ISO 19125-1:2006.

Indeed the two requirements are contradicting each other and there is a lot of duplicate text. The data spec needs to be updated. The intent was that the restrictions of ISO 19125-1:2006 do not apply in this case to allow arcs in parcel boundaries.

The tests related to Article 12(1) are already part of the general data tests based on the data spec template. The Simple Features test is here: https://github.com/inspire-eu-validation/data/blob/master/schemas/simple-features.md. We need to amend the test case to include in the $features parameter all the INSPIRE feature types that are not excluded. I.e., for annex I all feature types have to be added except those in the Cadastral Parcel application schema. No test in the ETS for Cadastral Parcel data is required.
