Browser Tap Text Always "Facility Registry Portal" #162

What Happens:
When you open the portal as a user, the tab has a text string that say "Facility Public Portal"

Expected:

That this would be a string an Admin could customize somehow - for example say "Lab public portal" . or "Niger Lab Portal"
That when I select another language e.g., Francais; that it would be translated

Priority: Low
