docs : API reference : heading is not there and all of it's contents are outside

Describe the bug

The API reference heading is gone from the master docs and all it's content are there in the main tree

Steps To Reproduce

Take a look at the master docs and last release docs

Expected behavior

Both docs should have same structure.

@programmer290399 it seems like the docs script is somehow removing the title from docs/api/index.rst which is in turn causing this issue. Do you think something in #1054 might have caused it? Since docs/api/index.rst is gitignored, I'm not sure how to track it. lol

one way to check could be to reset the head to a commit before #1054 was merged and use the docs.sh to build the docs and compare it with the current master ....... I will also look into it , thanks for pointing out
