Merge "topic linux and windows" branch into master ?

Currently, fixes must be cherry picked from active master branch into dormant windows branch.
It would be much more maintainable if windows branch was merged into master.

Any update on this? At least, how about a definitive "we aren't doing this" so that the community can coalesce around a proper fork?
