As a tunnel provider, I want to add configuration templates to LANA that generate configs compatible with my infrastructure.

I propose to add the following functionality:

Users can add "configuration file templates" that can either be public or private
These templates are based on the Django templating engine
Each template has an association for which tunnel type it is valid
