Same error here. Cannot open a regular mp4 file.
Any updates?

Just the same here, others parts of ffmpeg seems to work e.g initialising a codec / context but the avformat_open_input doesn't work or is broken somehow. (i've tried all uwp ffmpeg libraries available)

for those interested i've posted another build of ffmpeg 4.13 and also an older 2.x version ->
