Is it possible for this to be installed in Windows? I am required to use this for my project and I might wondering on how to install this on my OS.

The makefiles only work on Linux, so if you want to run uHAL on a Windows machine the best option would be to install a Linux subsystem using the 'Windows Subsystem for Linux' feature . Whichever Linux OS you use for that subsystem, you should then be able to build uHAL there.
