Add default NetworkPolicy for shoot cluster

Summary

Create a default NetworkPolicy which will allow network traffic inside the target network for shoot cluster

• Create NetworkPolicy with default ingress/egress rules
• NetworkInterfaceSelector should only target network interfaces for the particular shoot, so we do not accidently enable / allow traffic from other shoot clusters
