Edit shipping method form - Calculation method display glitch

The calculation method option of "By weight" has a related field: "Shipping Fee by Weight"
However, when selecting another option eg "USPS Priority Mail" hitting save, and then once again going to the editing the shipping form, I find that the "Shipping Fee By Weight" field is hidden. This is appropriate behavior, however when I then select "By weight" options, the "Shipping Fee By Weight" field remains hidden.

I assume that this should be fixed to some sort of dynamic behavior so that if the "By weight" option is selected the "Shipping Fee by Weight" field should be visible, if it is deselected, it should be hidden.

It's supposed to work like that; must not be triggering correctly.
