Currently Actions are globally identified by their pair of input/output type.
In principle these types could clash and multiple independent sources add the same method as Action each expecting "their" version to be called when in reality currently both would be called.
So given we know what the user wants the Action could be localised to a module or package and within each of these the actions would be unique.
