add timezone selection widget

To improve collaboration accross time zones as suggested in #275 , a time zone selection widegt should be added alongside the langusage selection. I created wireframes for a searchable select box which shows a list off all timezone names tohether with their utc offsets. It should include the users local time zone and the creators time zone as fixed options.
