We should check for this and treat it as a failure (maybe also ensure that the coordinates are in NYC? or at least the bounding box)

https://boundingbox.klokantech.com/ can help give us bounding box coordinates, but note that TLC drivers are allowed to go outside city limits, so it's incorrect to assume they'll stay within them. See http://www.nyc.gov/html/tlc/html/faq/faq_pass.shtml#12
