Allow mobile phones to "share" photos to the app

I just tried this on Android Chrome 78.0.3904.96 using https://wicg.github.io/web-share-target/demos/sharetarget.html as the target and https://web-share.glitch.me/ as the (web) source, and it worked. Also tested sharing from the Google Photos app to the web share target test app, and the url came through as the "text shared", so we might be able to find a way to make this work.

• An iOS extension that allows you to share photos from your Photos app directly to the Reported app instead of having to go into the app and go into the picker and find them again

Maybe we should take another look at the Android/Chrome progress on this, and see if iOS has an equivalent as well.
