[Speak up} Error processing extra rules.

Pawns will only say "Hey" or "ERR" when talking to each other and nothing else.
Their logs will also be empty and won't update.
Happens with prisoners and colonists.
Colonists will speak normally if attempting to recruit prisoners but prisoners will say "Hey" "ERR"
Bug starts happening shortly after starting game.
