I would like to use 2 separate ceph clusters in one openstack deployment, so nova/cinder would be able to provision volumes from either cluster.

This is surely possible in ceph: https://www.spinics.net/lists/ceph-users/msg69371.html, however I am not sure if juju supports this, can anyone confirm?
