US 11: Efficient Google Earth Engine (GEE) Code

Expectation:

11.1) As an administrator, I want to know that the GEE code running the analysis is efficient and tested, so I can trust the results.

Acceptance Criteria:

11.1) The GEE code should be optimised for performance and accuracy.
11.2) The system provides metadata, performance reports, and for users to view.
11.3) Code performance must be benchmarked regularly.
11.4) Users should be able to report and track code-related issues.
11.5) GEE processes should be optimised to handle large datasets without lag.
