Report Fixes

• Ensure the footer is on both reports when generated by the plugin.
• add a 3rd set of images to the report for the year 2018 (i.e. the planet imagery)
• the legend does not always show on reports (particularly in Windows) please make sure it shows.

Figured out the legend issue. Legends were disappearing in all projects except the malawi 2 project. The template has been updated to have hand made legends (text and coloured blocks) instead of built-in legends to work across all projects.
