Description

Whenever I would like to check the CLI command arguments in kedro, it takes quite sometime to get it. I get the feeling that all internal configuration is being loaded which is unnecessary given that i pass the flag --help

Context

I would like to be able to see CLI args/params very fast.

Possible Implementation

Skipping kedro project/loading setting up when --help flag or help command is passed.
