Error in executing template #1

When I run the cfn template in us-east-1 with a legal name, the template creates an error:

ElasticIPAddress	CREATE_FAILED	Invalid value 'VPC' for domain. (Service: AmazonEC2; Status Code: 400; Error Code: InvalidParameterValue; Request ID: 376c4e05-2f38-46aa-912d-28bd2a6215d5; Proxy: null)
