Theme Hot Reloading

Currently theme development with pc-compat is cumbersome on Kernel via pc-compat when compared to the experience offered by other mods. It's cumbersome to develop themes and have to manually reload them every time when most mods use a file watcher to automatically reload themes for you whenever they notice that a theme has been modified.

I would like to add a +1 to this issue.

Coming from someone who is spoiled from other client mods which do not require a manual reload to see saved changes-- despite this being a mere small inconvenience, it would definitely smoothen the workflow.

Regardless, I am thankful to the maintainer of this project.
