Missing, moved, or hidden speeches.

As of right now, these three speeches seem to have disappeared from the Miller Center's collection:

• https://millercenter.org/the-presidency/presidential-speeches/april-20-1961-special-message-congress-taxation (HTTP 403)
• https://millercenter.org/the-presidency/presidential-speeches/april-27-1961-president-and-press-speech-0 (HTTP 404)
• https://millercenter.org/the-presidency/presidential-speeches/january-20-2005-second-inaugural-address (HTTP 403)

The middle one might be part of the larger "-0" issue (some URLs exist both with and without a "-0" on the end of the URL, the only apparent difference being that the "-0" version has vertical space between paragraphs -- I've contacted the Miller Center to ask about this). The other two are HTTP 403 rather than 404, though, and that's odd. Note that for the april-27-1961 speech there's another speech on exactly the same day, so maybe there was some coding/labeling error?
