消费者负载均衡失败至数据消费缺失 #102

使用过程中发现目前的负载均衡算法存在一些缺陷，遇到多次负载均衡失败导致不再继续负载均衡且某些分区没有owner，即出现后续消费会出现数据缺失的情况。
