I apply 1 turn of stun to an enemy, and when it wears off, its intent is permanently NOT SET and it does nothing on its turn.

After some testing, I've determined that this happens when you stun the monster in atBattleStart in a CustomRelic. It seems that this use wasn't anticipated.
