[BUG] Inconsistent State Between Selected Sources and Targets in Welcome Page

Description:

On the welcome page, when clicking "Configure Analysis Sources and Targets," the source list correctly displays previously selected sources as ticked, and the top shows the count of selected sources. However, in the targets list, previously selected targets are not ticked, and the top incorrectly indicates that no targets are selected, even when targets are already chosen.

Steps to Reproduce:

1. Open the konveyor welcome page.
2. Click "Configure Analysis Sources and Targets."
3. Observe the behavior of the sources and targets lists.

Expected Behavior:

Both the sources and targets lists should accurately reflect previously selected items, showing them as ticked and displaying the correct count at the top.

Actual Behavior:

Sources list behaves as expected.
Targets list does not display previously selected targets as ticked and shows "none selected."
