[BUG] konveyor.showAnalysisPanel Command Not Found After clicking the "Mark Done" button Without Open Project

Description:

After clicking the "Mark Done" button at the bottom of the walkthrough welcome page, the welcome page closes as expected. However, clicking the "Open Konveyor Analysis View" button results in a notification error if no project is opened in VSCode:

Steps to Reproduce:

1. Open VSCode without a project or workspace.
2. Open the walkthrough welcome page.
3. Click the "Mark Done" button.
4. Attempt to open the Konveyor Analysis View using the "Open Konveyor Analysis View" button.

Expected Behavior:
The Konveyor Analysis View should open regardless of whether a project is opened.

Actual Behavior:
A notification error appears, and the analysis view fails to open.
