Closes #16 (without bibtex support which is something we should consider in the future).

It should alleviate the issues of users trying to convert notebooks to PDF via the LaTeX intermediary (whether explicitly as in #39 or implicitly as in #38) by providing a proper LaTeX support.

Also, allows (and enables by default) jumping from citations to to bibliography when output format is HTML.

+1 for bibtex support because

Quarto's autocomplete in VS Code and RStudio is more sophisticated than what's available in JupyterLab.
quarto-dev/quarto-cli#6674
