Multi-tenancy User Management

The goal of this epic is to decide on a unified RBAC management system for the Kubermatic Enterprise Suite.

• Allow user-defined RBAC roles for our products.
• Add an Organization Level above Projects.
• Not a library or framework for our projects.
• Easy to integrate with.

Currently we have 3 ways for user management in the KES:

• Kubermatic
• Bulward
• KubeCarrier (very basic)

Each one differs greatly from each other in the approach and Bulward is the only really generic solution among them, although it is not used in any project yet.
