Dolby Atmos Beam not letting me choose above 7.1 channel config

I mainly use elements for complex Dolby Atmos routing on Ableton Live with Fiedler audio plugins, but wanna use the 16 channels on one beam instance and so far every time I try to choose above 7.1 it just stays on whatever layout it is currently.

using Reaper or any other multichannel daws it goes all the way up to 9.1.6 with all the 16 channels available.
