Lando version: v3.21.2

Repro instructions:

  1. Checkout a Drupal 7 site from Pantheon, and setup a lando.yml.
  2. Edit pantheon.yml to use a specific version of Drush 8 (e.g.: 8.4.12).
  3. Run lando rebuild.

Expected result:

$ lando drush version
 Drush Version   :  8.4.12

Actual result:

$ lando drush version
 Drush Version   :  8.3.5
