Improve workflow creating new transactions from old ones

Current problems:

• Not consistent between GL/AR/AP
• Existing workflow essentially copies GL (no possibility to significantly change the transaction; e.g. change accounts)
• There's no (well-defined/ desired) state transition diagram making it hard to code 'a correct workflow'
