make simul restriction to team members available to all team members, not only team leaders

especially in larger teams, the hosts of simuls for the team will not necessarily be leaders of the team. having the restriction to team members be available would still be nice.

currently, we have to make someone a temporary team leader to have the restriction available, or still manually check participants. neither seems like an ideal solution, and i do not see a good reason why normal team members shouldn't be able to host simuls for a team.

i am not sure if simuls hosted by team leaders are currently advertised within teams. but if they are, i don't think team simuls hosted by team members should be advertised. i then would not see much of a disadvantage to allowing normal team members to use the team restriction. or, possibly, team leaders could have a way to make a simul hosted by a member official, e.g. by joining it the way it currently works with team battles.

i am aware that this is a low-priority wishlist item.
