Currently it is not possible to do automated releases to Zenodo (and thus DOI generation) if the CITATION.cff file has more than one license (even if the file meets the citation style standards and can be parsed properly). zenodo/zenodo#2515

Add in the CC0 license to the CITATION.cff license list whenever this is resolved.
