Ref #414 Change the use of visibility node_type to entity_bundle:nonde Begin adding test to verify the blocks are added.
Amend test to remove the localgov_search psudo field to test the blocks are added and use _scarfolk as the block_id in the test. Then amend ConfigurationHelper to use plugin_id for finding the blocks and altering the conditions on each block that is found.
