Task: Develop a list of artwork needs

After we do #2389, we will need to develop a list of artwork needs. How do we want to accomplish? We can add a label. Do we want an issue per artwork/image need? That seems excessive (e.g. lots of issue IDs). Maybe we do meta issues with a checklist with the label?

The purpose of this issue to drive conversation and develop a base plan on what to do.

Wieder proposed a page with a few good examples, icons to improve, and missing icons.

• On-map icon for UWT #309
• Create LTT ruleset manual #487 -- We need the techs broken out among other needs
• Port map editor from legacy freeciv GTK client #580 -- We have the icons from legacy fc, but they could use a refresh
• Allow more instances of small wonders and unique units #590
• Add a tileset feature to display a border around the map #764
• Change river shape when infrastructure is built #786
• Allow client to choose different border sprite depending on neighbouring edges #788
• Allow the city sprite to depend on the tile the city is on. #790
• Document the rulesets shipping with fc21 #1065 -- Similar needs as 487
• Use sprite recoloring in shipped tilesets #1098
• Use unit nationality for recoloring (as an option?) #1100

A significant list indeed, thanks for sorting it out! Let's add a tag and maybe sort them in a Project with one column per icon type (general UI / ruleset-specific UI / map). I guess some icons can be in multiple categories.
