TWMP Tamriel comprises a number of plugins across multiple pages, & they may require some load rules to sort correctly. An author of some of the plugins has an installation guide with links & load order instructions (see the Load order section), so we should see which plugins do require rules & use it to determine what order they should be sorted in.

Hi since this came from me. just adding some info that may be helpful for this. Just a small bit of history. This is not the only guide for these mods. there is also one by brother123 but it is less comprehensive as he does not seem to care for Lenas mods. Her list is centric to her mod options and especially patches, which she also upkeeps with Vorians assisting from what I understand. The point being is that several of these that seem like their own mods are actually patches to make mod added provinces work with each other and especially with regard to the border with main game map areas. So I defer to Lenas sorting as it is more complete, still being worked on with releases regularly, more comprehensive, and she updates her instructions to the day.

The next thing is probably more annoying to look at so only including this if helpful, but I worked for a few months on mapping out all the infrastructure mods and how to combine TWMP with UL and HESU and roads and trails and about 30 village mods, a total of 370 or so plugins. This load order I posted on AFK ... in the comments of the picture linked here: https://www.afkmods.com/index.php?/gallery/image/7482-my-big-dumb-load-order-for-oblivion-via-wrye-bash/ this shows the placement in a load order that is that full of those essential infrastructure mods. It isn't perfect, but mostly because there are a few conflicts and getting LOOT to do rules is time consuming and seems counterproductive if ever the masterlist gets an update about these.

According to LenaWolfBravil this is the required order for the core plugins of the guide and mod set. This is copied from her guide then I added notes in italics. The mods in smaller font or not bolded are optional but if installed must fall into this order.
TamRes.esm` – always required.
TamRes_LandscapeResource.esm – always required.
Land and settlement mods that are not mastered on any of the mods below go first, unless specified otherwise in the mod description. <-- I have none this is all tamriel and no other province mods, so this is high and early in the load order. in fact I load tamriel right after Knights and the rest of the DLC before that. then ...
Tamriel.esp – always required.
TamRes.esp – always required. <-- this is a dummy .esp and you have the masterlist sorting this higher, not important, but she saved this esp on this order! So following mod author instructions is the reason.
Mods for the continental part of Morrowind. <--This means Morrowblivion oriented mods, which is technically in it's own world space with only one mod I know of offering a load screen/wall around the island so when you cross the bay you come out the in that MW space. So it could be this doesn't matter as much, however, mod authors are making mods with this expected load order. I can come back and fill this section in, I currently don't have Morrowblivion installed.
TWMP_BlackMarsh.esp <-- This is the official start of the TWMP mods. I place this right after tamres.esp, if no Morrowblivion.
TWMP_Castle_Dunkerlore.esp <-- Mods for Black Marsh.
