Quizzes: Page not reloading when Quiz is started

Describe the bug

When a quiz is started by an instructor, the page does not automatically refresh for students.

To Reproduce

1. Create a quiz & publish it
2. Open the quiz as a student such that you see the notice "Page will refresh when quiz is started"
3. Start the quiz
4. Verify that the page does not refresh for the student.

Expected behavior

The page should refresh for the student.
