Currently, to access the application settings, you must navigate to File > Settings
What should the solution be like?
The menu location for application settings generally depends on the platform. Tools > Options for Windows, and Edit > Preferences for Unix systems.
Alternatives?
It could be placed under one menu for all platforms, I believe Windows users are used to Edit > Preferences enough by now due to constant exposure from cross-platform apps. Tools > Options on Unix systems is quite unheard of, so if only one is implemented, Edit > Preferences should be chosen
Additional Context
Doing this also fixes another issue which is that Close is not currently the last menu item under File, when it typically always should be.
